Glen
Franklin Koontz is engaged in the practice of complex criminal and
civil trial and appellate litigation. Mr. Koontz represents clients
on a wide range of issues involving the federal and state regulation
of business and related activities. Mr. Koontz specializes in pro-active
litigation in the defense of clients and the advancement of client
agendas.
Mr. Koontz currently also serves as the General
Counsel for the Association of State and Territorial Solid Waste
Management Officials in Washington, D.C. He is a former assistant
City Attorney for Richmond, Virginia, and Litigation Counsel for
the National Association of Home Builders.
Mr. Koontz is a lecturer and author, having spoken
at events across the nation on topics affecting business ranging
from the transportation of hazardous materials to the effects of
endangered species on local businesses and development.
Mr. Koontz is admitted to practice before the United
States Supreme Court, the United States Courts of Appeals for the
D.C., Third, Fourth, Fifth, Sixth, Ninth, Eleventh and Federal Circuits,
and the United States District Courts for the District of Columbia,
the District of Maryland, the Eastern and Western Districts of Virginia,
the Eastern, Northern, Central and Southern Districts of California,
the District of Nebraska, and the Court of Federal Claims.
